FIFA disciplinary chief refuses to explain to BBC why Balogun avoided a ban

The head of FIFA's disciplinary committee refused to answer BBC questions about the decision-making process that allowed United States striker Folarin Balogun to avoid a ban after being sent off. Balogun received a red card during the tournament but was not suspended as would normally be expected. FIFA has offered no public explanation for the outcome.
