Leap seconds are a headache — timekeepers consider switching to a leap hour

Official timekeepers are considering replacing leap seconds with a leap hour as a way to better synchronise clock time with Earth's rotation. The issue arises because Earth's rotation is irregular, and the prospect of a "negative leap second" is causing concern among software engineers. A leap hour would be added far less frequently but would create a much larger single time jump.
