Russia reshuffles its South Caucasus strategy but keeps the same goal

Russia is seeking to expand its influence in the South Caucasus, using the unrecognised territories of Abkhazia and South Ossetia as footholds. Successive Kremlin envoys have struggled to impose Russian-style governance on societies operating by very different norms. Moscow is now reshuffling its personnel and approach in the region while keeping the same underlying objective.
