Developers stockpile permits ahead of planning reform, housing supply falls

GUS (Polish Central Statistical Office) data shows developers are rushing to secure building permits before the spatial planning reform takes effect on 31 August, while deliberately slowing actual construction starts. The gap between permits issued and homes being built has widened again after a one-year pause. This is causing housing supply to fall faster than sales.
