South Sudan at 15: elites profit from both war and peace

Fifteen years after gaining independence, South Sudan's political elite has proved adept at extracting wealth whether the country is at war or at peace, treating both states as settings of the same exploitative system. The country continues to suffer from internal conflicts, rampant corruption and widespread poverty despite a formal end to civil war. Analysts argue that without structural change, peace alone will not improve the lives of ordinary South Sudanese.
