Poland's shelter-building billions await private-sector contractors
Adam Nowosielski, a senior lawyer at the Warsaw office of law firm Schoenherr, warns that building a modern civil protection shelter system in Poland will be far harder than planned without private-sector involvement. Billions of zlotys earmarked for shelter construction are sitting without sufficient contractors, as public institutions cannot deliver the scale required alone.
