Fiat is selling the tiny electric Topolino in America for $13,995, but the base version tops out at just 19 mph (30 km/h) and offers a range of only 46 miles (74 km). In its standard form the Topolino is not street legal; buyers need an optional pack to raise the top speed enough for public road use. The diminutive EV is aimed at urban short-distance commuters.
