Ukraine's mobilisation crisis: corruption, war fatigue and draft evasion on the rise

After four years of full-scale war, Ukraine is increasingly relying on foreign volunteers because it is running short of its own soldiers willing to serve in infantry and frontline rotations. Foreign recruitment has taken on a market logic of pay-for-risk. Deeper problems loom in the background: corruption in draft and medical commissions, unequal mobilisation, the brutalisation of recruitment centre (TCK) operations, no clear path to demobilisation, and a growing number of Ukrainians privately choosing to evade the draft rather than face death at the front.
