Russian couple climbed Empire State Building antenna for a surprise proposal

A Russian man and woman climbed to the top of the Empire State Building's antenna in Manhattan, where he proposed to his partner. After descending, both were arrested by police. Authorities are investigating how the pair managed to bypass the tightened security measures put in place after 2001 to reach the off-limits spire.
