North Korea fortifies border — South accuses it of breaching 1953 armistice

North Korea has been erecting fortifications and laying mines in the buffer zone along the 38th parallel. South Korea's Joint Chiefs of Staff condemned the moves as a serious violation of the 1953 armistice agreement.
