Andy Burnham plans "No. 10 North" in Manchester to shift power from London

Andy Burnham, widely expected to become UK Prime Minister next month, has promised to establish a new power centre called "No. 10 North" in Manchester. The initiative would give more funding and decision-making control to regional leaders outside London. Burnham has long championed levelling up as Mayor of Greater Manchester.
