Base delays Beryl hard fork to June 26 due to B20 Activation Registry timing issue

Base delayed its Beryl mainnet hard fork to June 26 to allow the B20 Activation Registry sufficient time to become fully operational before the upgrade. The delay was caused by a timing issue rather than a code bug. The Beryl upgrade is part of the ongoing development roadmap for the Ethereum-based Base network.
